AND LOT A2: IMPLEMENTATION OF INFORMATION SECURITY MANAGEMENT SYSTEM (ISMS) AND THE ADOPTION OF ISO 27001 FOR NCDC

⦁ INTRODUCTION.

The Nigeria Centre for Disease Control and Prevention handles vast amounts of sensitive health and personal data through its surveillance systems, epidemiological databases and IT Infrastructure. The increasing reliance on digital systems for public health operations exposes the Centre to significant cybersecurity risks and protecting sensitive health and Organization data is critical to maintaining trust, ensuring compliance, and safeguarding national health security.

In view of the above and in compliance with the Public Procurement Act 2007, the Nigeria Centre for Disease Control and Prevention (NCDC) with support from the Bill and Melinda Gates Foundation (BMGF), is desirous of Soliciting for Expressions of interest for the Consultancy services for the above projects.

2.0 ELIGIBILITY REQUIREMENTS: Interested companies are requested to submit the following documents/information with verifiable evidence for assessment/consideration:

a). Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;

b). Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025;

c) Evidence of Pension Clearance Certificate valid till 31st December, 2025.

d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025.

e). Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;

f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP.

g) Company’s Audited Accounts for the last three (3) years – 2022, 2023, 2024;

h). Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;

i.) Verifiable Evidence of Certificate of the Firm’s Registration/Accreditation/Operational License and all necessary, valid and legal documentations with relevant professional body.

j). All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address.

k). The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm).

3.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI)

Interested Firms are to submit a copy of Expression of interest (EoI) documents in a sealed envelope and addressed to the Director-General, Nigeria Centre for Disease Control Administrative Headquarters Plot 800/801 Ebitu Ukiwe Street, Jabi, Abuja, and clearly marked with the Name of the project and the Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be submitted in the Office of the Head of Procurement, not later than 12.00 noon on Monday, 22nd December, 2025.

4.0 OPENING OF THE EXPRESSION OF INTEREST (EOI)

Expression of Interest (EoI) documents will be opened immediately after the deadline for submission by 12.00 noon on Monday, 22nd December, 2025 at the Office of the Head of Procurement Plot 800/801 Ebitu Ukiwe Street, Jabi, Abuja in the presence of Bidders or their representatives.

5.0 SUBMISSION/OPENING OF TECHNICAL AND FINANCIAL BIDS

The shortlisted companies shall submit their Technical and Financial bids on or before 19th of January 2026. Both Technical and Financial Bids will be opened immediately after the deadline for the submission by 12.00 noon on 19th January 2026 at the Office of the Head of Procurement Plot 800/801 Ebitu Ukiwe Street, Jabi, Abuja in the presence of Bidders or their representatives

6.0 GENERAL INFORMATION

a) The submission must be in English Language and must be signed by the bidder;

b) Submissions made after the deadline will not be attended to.

c) Pre-qualified and Shortlisted bidders will be contacted at a later date for collection of Tender Documents.
